Resumo
O artigo estuda a invenção do conceito brasileiro de abuso de poder eleitoral como parte do processo de institucionalização da ditatura civil-militar instalada em 1964. O objetivo é demonstrar que essa inovação ocorreu sem a real preocupação com a delimitação semântica do conceito, mesmo porque a ausência de limites servia melhor aos propósitos para os quais fora entronizado. O problema de pesquisa é: o conceito de abuso de poder eleitoral foi inicialmente construído com o fim de alijar das disputas e tornar inelegíveis opositores e não simpatizantes do regime autoritário? A hipótese do trabalho, confirmada pelos achados da pesquisa, é que o abuso de poder eleitoral foi inventado justamente com essa finalidade, como parte do processo de institucionalização da ditadura. Empregou-se o método hipotético-dedutivo, com base nas técnicas de pesquisa da revisão bibliográfica e da análise documental.

The invention of the electoral abuse of power: an analysis of its initial formative period
This article studies the invention of the Brazilian concept of abuse of electoral power, as part of the process of institutionalization of the civil-military dictatorship installed in 1964. The objective is to show that this innovation occurred without a real concern with the semantic delimitation of the innovation, even because this absence of limits better served the purposes for which it was enthroned. The research problem is the following: was the concept of abuse of electoral power initially constructed with the aim of excluding opponents and non-sympathizers of the authoritarian regime from the disputes and making them ineligible? The hypothesis of the work, confirmed by the findings of the research, is that the abuse of electoral power was invented precisely for this purpose, as part of the process of institutionalization of the dictatorship. The hypothetical-deductive method was used based on the research techniques of bibliographic review and document analysis.
