Presidencialismo de coalizão: poder de agenda e taxas de dominância e de sucesso nas relações entre o Executivo e o Legislativo

Resumo
O artigo analisa a relação entre o Poder Executivo e o Poder Legislativo na produção legislativa, centrando-se no modelo de presidencialismo de coalizão estabelecido pela Constituição de 1988. A discussão teórica sobre a eficácia desse modelo remonta à Redemocratização nos anos 1980, com alguns autores expressando ceticismo quanto ao seu funcionamento. Por outro lado, para os defensores do presidencialismo de coalizão, a dominação da pauta legislativa pelo Executivo é alcançada por meio de mecanismos institucionais e pela estrutura do Parlamento. Diante dessas concepções, o artigo analisa as taxas de dominância e de sucesso do Executivo de 1988 a 2022 para verificar se houve mudanças na participação do Poder Executivo na promulgação de normas. O estudo utiliza dados do Senado Federal e revisão bibliográfica para examinar essas questões e avaliar a influência do Executivo na agenda legislativa, concluindo por sua redução relativa nas legislaturas mais recentes.

Coalition presidentialism: government agenda and the executive dominance and success rates in Legislative-Executive relationship
The article analyzes the relationship between the Executive and Legislative branches in Brazil’s legislative production, focusing on the coalition presidentialism model established by the 1988 Constitution. The theoretical discussion regarding the effectiveness of this model dates back to the democratization period in the 1980s, with some authors expressing skepticism about its functioning. Conversely, advocates of coalition presidentialism argue that the Executive’s dominance in legislative matters is achieved through institutional mechanisms and through the structure of the Parliament. Given these conceptions, the article analyzes the dominance and success rates of the Executive between 1988 and 2022 to verify whether there have been changes in the participation of the Executive Branch in the promulgation of norms. The study utilizes data from the Federal Senate and literature review to examine and evaluate the influence of the Executive on the legislative agenda, concluding by its relative reduction in the most recent legislatures.
