Processo legislativo comparado: fonte de inteligência e aprendizagem organizacional

Resumo
Busca-se avaliar, em três Casas Legislativas – Senado Federal, Câmara dos Deputados e Câmara Legislativa do Distrito Federal –, pontos que indiquem possibilidade de ação quanto à inteligência e à aprendizagem organizacional dessas instituições. Baseando-se no estudo comparado do processo legislativo dos três organismos legislativos, aplicam-se as teorias relacionadas à inteligência estratégica antecipativa e à aprendizagem organizacional como ferramentas de avaliação de possíveis processos que possibilitem a identificação de fontes de informação e de conhecimento. Justifica-se a realização do trabalho em função do interesse crescente das Casas Legislativas em adotar postura profissional frente à sociedade, utilizando-se de tecnologias de gestão adaptadas da área privada. A metodologia adotada baseia-se no método qualitativo aplicado e nas pesquisas bibliográfica, documental e de campo. O painel de Delfos realizado com especialistas validou a estrutura genérica do processo legislativo, a presença de aprendizagem de ciclo simples nesse processo e a possibilidade de haver indícios de inteligência estratégica antecipativa de forma assistemática no contexto legislativo.

LEGISLATIVE PROCESS COMPARED: SOURCE OF INTELLIGENCE AND ORGANIZATIONAL LEARNING
ABSTRACT: This paper aims to evaluate, in three Parliaments – Senate, House of Representatives and Legislative Chamber of the Federal District – marks indicating possibility of action on the intelligence and organizational learning of these institutions. Based on the comparative study of the legislative process of the three legislative bodies, we apply the theories related to anticipative and strategic intelligence and organizational learning as tools for evaluating possible processes that enable the identification of sources of information and knowledge. It is appropriate to carry out the work due to the growing interest of the Parliaments to adopt a professional attitude in relation to society, using adapted management technologies from business area. The methodology is based on applied qualitative method, on bibliographical, documentary research and field survey. The Delphi panel held with experts validated the generic structure of the legislative process, the presence of simple cycle of learning in this process and the possibility of evidence of strategic intelligence unsystematic way in the legislative context.
