O espaço deliberativo nas audiências públicas das comissões permanentes da Câmara dos Deputados

Resumo
Trabalho sobre as funções das audiências públicas da Câmara dos Deputados fundado numa discussão entre a teoria deliberativa e a teoria do novo institucionalismo. Elaborou-se um banco de dados com informações sobre todas as audiências das comissões permanentes realizadas em três anos selecionados. Entre os convidados preponderam autoridades do Poder Executivo. A motivação principal para as audiências é justamente a fiscalização desse Poder. Apenas 20% dos temas discutidos em audiências são relativos a projetos em tramitação, mas outras características deliberativas dessas discussões públicas são ressaltadas.

The deliberative space in the public hearings of the standing committees of the Brazilian Chamber of Deputies
This article is about the functions of public hearings of the Brazilian Chamber of Deputies and it starts from a discussion between two theories: deliberative and new institutionalism. A database was prepared with information on all hearings of the standing committees held over the three selected years. There is a preponderance of executive authorities among the guests. The main motivation for the hearings is precisely the supervision of this power. Only 20% of the topics discussed at hearings are related to projects under debate in the chamber, but other deliberative characteristics related to these debates are indicated.
