Resumo

Este trabalho propõe uma reflexão crítica dos critérios usados na avaliação de desempenho das Câmaras Municipais. Para isso, aborda os principais deveres que incumbem ao Poder Legislativo municipal: legislar, fiscalizar, administrar e incrementar a participação popular. Constatou-se que, em razão das profundas alterações nas relações entre os Poderes Legislativo e Executivo municipais, as Câmaras têm uma esfera de atuação legislativa e repressiva mais estreita do que normalmente defende a teoria. Como decorrência desse contexto, discute-se a aplicação às Câmaras Municipais dos tradicionais indicadores de desempenho do Poder Legislativo. Este trabalho derivou de pesquisa primordialmente explicativa. Quanto à natureza das variáveis, a pesquisa que o fundamentou foi quantitativa e, para a coleta de dados primários e secundários, utilizou-se a estratégia documental. Pode-se afirmar que a hipótese de trabalho foi confirmada, na medida em que se constatou a necessidade de se buscarem novos indicadores para avaliar dimensões não exploradas pelas Câmaras Municipais.

Measuring Legislative Branch performance: what to expect from City Councils?

This paper proposes a critical reflection on the criteria used in the performance evaluation of the City Councils; therefore, it addresses the main duties incumbent upon the municipal Legislative Branch: to legislate, supervise, manage and increase popular participation. Due to the profound changes in the relationship between the municipal Legislative and Executive Branches, it was found that the City Councils have a narrower legislative and repressive scope of action than normally defended theoretically. Because of that context, the application of the traditional performance indicators of the Legislative Branch to the municipal councils is discussed. This paper derived from primarily explanatory research and, regarding the nature of the variables, the research that supported it was quantitative and the collection of primary and secondary data used the documentary strategy. One can say that the working hypothesis was confirmed, to the extent that the need to look for new indicators to evaluate dimensions not explored in the city councils was identified.
