Resumo

O artigo examina se há dominância do Executivo sobre o Legislativo na produção de leis, considerando os dados do Congresso Nacional. Busca-se demonstrar que a estrutura de decisão centralizada no primeiro afeta as relações institucionais com o segundo, determinando o padrão de diálogo e de controle entre esses dois Poderes. Conclui-se que o predomínio do Executivo na agenda legislativa não permite um adequado equilíbrio entre os Poderes e que essa característica é uma consequência do presidencialismo de coalizão.

Legislative production in the coalition presidentialism: is there room for changes?

The article examines whether there is a predominance of the Executive over the Legislative branch in the production of laws, considering the data of the National Congress. We attempt to demonstrate that the decision structure centralized in the Executive affects the institutional relations with the Legislative, determining the standard of dialogue and control between the political branches. It concludes that the dominance of the Executive over the agenda does not allow an adequate balance between the Powers and that this characteristic is a consequence of the coalition presidentialism.
