Resumo
Às comissões permanentes a Constituição de 1988 outorgou poderes e forte capacidade de decisão para atuarem no processo Legislativo. Com base no estudo da ocupação de seus cargos-chave – as presidências –, este artigo visa contribuir para a crescente investigação acerca do funcionamento dos sistemas de comissões. A escolha da CCJ e da CAE, ambas do Senado Federal, deve-se ao papel central que desempenham no processo legislativo, com seus postos disputados por partidos e coligações. A coleta dos dados referentes aos perfis político e profissional desses ocupantes entre 1995 e 2018 tornou possível estabelecer a sua expertise na presidência dessas comissões.

Occupation of key positions in the Senate: the profile of the presidents of the CCJ and the CAE (1995-2018)
The 1988 Constitution granted standing committees both powers and strong decision-making capacity to act in the legislative process. This article aims to contribute to the growing investigation of the functioning of committee systems based on the study of the occupation of their key positions: the presidencies. The choice of the Federal Senate’s CCJ and the CAE is due to the central role they play in the legislative process, with their positions disputed by parties and coalitions. The collection of data regarding the political and professional profiles of their occupants between 1995 and 2018 made it possible to establish their expertise in the presidency of these committees.
